Alongside efficiency measures and heat networks, heat pumps represent the key technology to replace fossil fuels for heating, helping Europe to deliver the EU Green Deal and reduce its reliance on natural gas from Russia. Rapid action on accelerating the deployment of heat pumps in buildings, district heating and industry is needed and heat pumps are expected to play a significant role in the EU’s upcoming REPowerEU Plan.

This webinar presented findings from a new report by The Regulatory Assistance Project, Agora Energiewende, CLASP, and the Global Buildings Performance Network making the case that the ‘Fit for 55’ package currently under negotiation by the Council of the EU and the European Parliament can play a significant role in driving a robust heat pump market in the EU. The report presents key barriers to heat pump deployment, identifies six areas where the Fit for 55 package can go further in supporting the uptake of heat pumps and details how Member State-level policy reforms can move ahead of the Fit for 55 changes in the shorter term.

The webinar featured a presentation of the report followed by a moderated panel discussion with key stakeholders and policymakers.
