In this policy note, Klimapolitika maps energy-economic facts of a coal phase-out in Bulgaria, Greece and Romania with funding needs to enable a Just Transition in the respective mining regions and mirror them with the proposed EU’s Just Transition Fund. They derive conclusions whether the Fund can provide sufficient support for a coal phase-out and a just transition. The authors first summarise the expected impacts of a coal phase-out in the three countries in section 2. They then assess the scope of funding, the level of funding, and conditions attached to the use of funding in section 3 from the perspective of these three South East European member states to determine whether the funding is in line with their needs.
