The carbon intensity of heating in Norway is one of the lowest in Europe. How was this achieved? Find out from the stakeholders involved how they worked together to phase out fossil boilers in homes and ensure that clean solutions were available for all.

Norway’s government set out to replace the remaining share of fossil-based heating for buildings with clean solutions by 2020. By subsidizing heat pumps, heavily taxing fossil fuels for heating, constructing district heating facilities and imposing a gradual ban on fossil-fuel boilers, the country has achieved a near-complete decarbonisation of heating in the buildings sector.
